Its next stage will involve building the financial, regulatory, and operational foundations required to enter the market and scale responsibly. This role offers direct influence over how the finance function is designed and how the product moves from licensing to commercial operations.
💼 About the Role
The company is looking for a full-time, fully dedicated Chief Financial Officer to complete the financial work stream of the EMI licence application and take ownership of the entire finance function after authorisation. You will oversee regulatory finance, capital planning, safeguarding, reporting, budgeting, controls, and financial strategy throughout the go-to-market phase. As a key member of the senior leadership team, you will turn licensing commitments into effective day-to-day financial processes and support informed commercial decisions as the product launches.
🔍 Responsibilities

Prepare, validate, and defend financial projections, budgets, capital plans, liquidity assumptions, and stress scenarios;
Coordinate financial submissions and responses involving the regulator, auditors, advisers, and other external stakeholders;
Establish the financial governance framework, internal controls, approval processes, and finance policies required for launch;
Build and lead the company’s accounting, budgeting, forecasting, treasury, and management reporting processes;
Oversee capital adequacy, liquidity, safeguarding arrangements, reconciliations, and regulatory financial reporting;
Translate the licensed business plan into a practical financial operating model for the go-to-market stage;
Advise senior leadership on pricing, unit economics, cost management, funding requirements, and commercial priorities;
Monitor financial and regulatory risks, ensuring that issues are identified, escalated, and resolved promptly;
Develop the finance team, systems, and external partnerships needed to support sustainable growth.
🎓 Requirements
At least 5 years of senior finance leadership experience, including CFO-level responsibility within an EU-regulated financial institution;
Previous hands-on involvement in an EMI, payment institution, banking, or comparable financial licence application;
Strong knowledge of regulatory reporting, capital adequacy, liquidity management, safeguarding, and financial governance;
Proven experience building or leading accounting, budgeting, forecasting, treasury, audit, and management reporting processes;
Ability to take full ownership of the finance function in both pre-launch and operational environments;
Bachelor’s degree in Finance, Accounting, Economics, or another relevant discipline;
Professional proficiency in Latvian and English;
Residence in Latvia and the ability to commit exclusively to a full-time executive role.
Nice to Have
Experience taking a regulated FinTech or payments product from licensing through commercial launch;
Direct experience communicating with Latvijas Banka or another EU financial regulator;
Professional qualification such as ACCA, CIMA, CFA, or equivalent;
Experience selecting financial systems and building an internal finance team.
🤝 Key Competencies
Executive ownership and accountability for complex financial and regulatory deliverables;
Sound judgement when balancing regulatory obligations, financial resilience, and commercial priorities;
Clear communication with regulators, auditors, advisers, investors, and senior stakeholders;
Ability to build practical processes, controls, and teams from the ground up;
Confidence operating both strategically and hands-on during the company’s setup and launch stages;
Strong decision-making under changing priorities and demanding deadlines.
✨ The Employer Offers
A competitive salary of €6,000–€9,000 gross per month, based on experience;
A permanent, full-time CFO mandate extending beyond the licensing phase;
Full ownership of the finance function during licensing, launch, and subsequent growth;
A senior leadership role with direct influence over financial and commercial strategy;
The opportunity to design finance, governance, reporting, and control frameworks from their foundations;
Close collaboration with experienced payments, compliance, risk, and regulatory professionals;
Long-term career scope as the licensed product enters the market and expands its operations.
