🌍 About the Company
The client is a Lithuanian electronic money institution, licensed and supervised by the Bank of Lithuania. It provides payment infrastructure, electronic wallets, customer onboarding and transaction services for crowdfunding, alternative finance platforms and online marketplaces. The company holds a full-scope EMI licence and is authorised to provide services across multiple European Economic Area markets.
Following an ownership change and investment in commercial capabilities, the business is moving from a platform-focused payment operator towards a broader B2B payments proposition. Revenue has grown substantially, the organisation is approaching break-even, and the next priority is to convert its licence, products and partnerships into a sustainable, scalable business. The company has a small specialist team and Lithuanian and international shareholders.
💼 About the Role
The Chief Executive Officer will take full responsibility for strategy, P&L, regulatory standing, commercial development and organisational leadership. The mandate is to complete the company’s transition into a commercially sustainable European payment business while maintaining strong governance, risk management and compliance.
This is a hands-on CEO position rather than a purely representative role. You will work directly with shareholders, the board and an established team of payments, operations, product and compliance professionals. Your appointment will be subject to the applicable Bank of Lithuania fit and proper assessment.
The company is looking for a commercially minded FinTech operator who understands regulated payments and can move confidently between strategy, financial detail, product decisions and daily execution. You must be an accessible and empathetic leader who builds trust, involves people and brings the team together.
🔍 Responsibilities

Take full ownership of the company’s P&L, budget, cash flow, capital planning and management reporting;

Convert the company’s EMI licence and payment infrastructure into scalable products, partnerships and recurring revenue;
Maintain open and credible relationships with the Bank of Lithuania, auditors, banking partners and other authorities;
Ensure effective governance across AML/CFT, KYC/KYB, customer fund safeguarding, risk, compliance, internal control, operational resilience and capital adequacy;
Oversee the company’s IT systems and technology governance, maintaining sufficient understanding of their architecture, security, resilience and third-party dependencies to make informed executive decisions;
Lead product, commercial and operational priorities from initial business case through implementation and measurable results;
Provide shareholders and the board with transparent reporting, realistic forecasts and well-supported recommendations;
Build a collaborative culture by staying close to the team, encouraging open discussion and setting clear accountability;
Represent the company with customers, partners and industry stakeholders across Lithuania and European markets.
🎓 Requirements
At least 10 years of experience in banking, payments, electronic money, lending, crowdfunding or another regulated financial services sector;
At least 5 years of senior leadership experience as a CEO, COO, Managing Director, board member or business unit leader;

Strong command of business planning, P&L management, budgeting, cash flow, capital requirements and performance improvement;
Working knowledge of PSD2, AML/CFT, KYC/KYB, safeguarding, risk management and internal controls;
Experience developing or commercialising payment products, digital financial services or B2B technology-enabled solutions;
A professional reputation, qualifications and track record suitable for regulatory assessment;
Fluent Lithuanian and English, with the ability to work effectively with local teams and international shareholders.
Nice to Have
Previous responsibility for an EMI or payment institution supervised by the Bank of Lithuania;
Experience with crowdfunding, marketplace payments, digital wallets, SEPA payments or embedded finance;
A track record of taking a regulated business to break-even or materially improving profitability;
Experience with licensing, shareholder changes, fundraising, M&A or post-acquisition integration;
Polish language skills or experience working with Polish investors and business partners.
🤝 Key Competencies

✨ The Employer Offers
A genuine CEO mandate with responsibility for strategy, people and business performance;
The opportunity to lead a licensed institution that is already demonstrating strong commercial progress;
Direct access to Lithuanian and international shareholders and meaningful influence over investment priorities;
An established regulatory platform from which to develop new B2B payment products and partnerships;
A small, experienced team where leadership decisions have visible impact;
Hybrid work and flexible hours, combined with regular in-person collaboration in Vilnius;
International exposure across European FinTech, payments and alternative finance markets;
