Our client, an Estonia-based Virtual Asset Service Provider (VASP) currently progressing through the CASP and EMI licensing process, is seeking an experienced Money Laundering Reporting Officer (MLRO). The company is part of a Global Group – a multi jurisdictional fintech and digital asset infrastructure provider with presence across the EU, UK, USA and Middle East. Company builds regulated rails for digital assets and fiat payments, offering business clients IBANs, crypto wallets, cross border payments, cards acquiring, card issuing and more, all under a single compliant framework.|
This is a pivotal role in establishing the company’s compliance foundation, ensuring robust AML governance, and supporting regulatory interactions with the Estonian Financial Intelligence Unit (FIU). As the organisation progresses toward licensing and early-stage operations, the MLRO will play a central part in developing, implementing, and executing a mature AML framework aligned with both Estonian and EU requirements.
🔍 Responsibilities:
Serve as the designated MLRO under Estonian AML/CTF legislation, responsible for all reporting obligations to the FIU/EFSA.
Develop, implement, and maintain the company’s AML/CTF framework, including policies, procedures, internal controls, and risk assessments required for CASP and EMI licensing.
Lead the preparation of the Business-Wide Risk Assessment (BWRA) and ensure alignment with Estonian law, EU AML directives, and FATF standards.
Oversee KYC, onboarding, customer due diligence, enhanced due diligence, sanctions screening, and transaction monitoring processes.
Respond to regulator requests, provide documentation, and support the CASP application in cooperation with legal, compliance, and operational teams.
Establish ongoing monitoring, investigation, and reporting procedures, including STR/SAR reporting to the FIU/EFSA
Support the Head of Compliance & AML (Board Member) in shaping a compliant operational environment.
Train internal teams on AML/CTF obligations and promote a strong compliance culture across the organisation.
Maintain high-quality documentation, logs, and audit trails for regulatory inspection.
🎓 Requirements:
Proven MLRO experience within Banking or Fintech (EMI/API)
Strong understanding of Estonian AML/CTF legislation, FIU/EFSA requirements, EU AML directives, and FATF recommendations.
Previous experience interacting with regulators, especially Estonian FIU/EFSA, is a strong plus.
Experience in VASP or CASP environments is beneficial but not required; banking/payments background is preferred.
University degree in law, finance, economics, compliance, or a related field.
Professional certifications (e.g., ICA, CAMS, ACAMS) are an advantage.
Demonstrated integrity, sound judgement, and a clean regulatory/financial record meeting Estonian fit & proper standards.
Excellent communication skills and the ability to manage sensitive information with discretion.
Estonian citizen and resident (mandatory for regulatory fit & proper).
Fluency in Estonian and English, both written and spoken, is required.
